Last time I checked the constitution set out to:
(We the People of the United States, in Order to) form a more perfect Union, establish Justice, insure domestic Tranquillity, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
There is a fair amount of wiggle room in the moderately poetic language, but I would say that a number of social services may fall under "promote the general Welfare," and "insure domestic Tranquility"
If your house catches on fire there are services that will come and put it out for you. It could be argued that fire departments were not originally created for individuals but to prevent rampant runaway fires in cities. Yet now even in suburban and rural areas firemen will come extinguish fires for single dwellings.
In a simialr fashion why shouldn't healthcare follow a similar model. Most definitely where communicable infectious diseases are concerened this would fall under the category of "general welfare" and "domestic tranquility" (averting mass panic and hysteria if something like ebola were to break out).
