It's easy to find a silkscreener. It's hard to find a good one. I'm currently looking for a new one, since my last guy's quality has gone down.
Cost is like everything else, the more panels you have screened, the cheaper the per piece price. If you only want a couple done, you may be facing a minimum lot charge (typically around $100-$250) plus a film charge. I generally do my own artwork and take that to a print house to get the film positives done, then deliver a set of films to the screeners. That way I own my films and can take them elsewhere if need be.
The best bet is to find a metal shop/plater/powder coater that either can do it in house or has working relationships with silkscreen houses, so you can get a turnkey operation. It is also best if you can find a local one so you don't have to pay to ship your metalwork out and pay again to have it shipped back, and so you can easily return things when they are done wrong or below quality.
