Insanity box question

On the Insanity Box misc. notes satates to "tie all unused inputs to ground" yet when I look at the pinout they are all outputs?.Sorry for the silly question but I am a begginer and this is a little confusing still.Also what about the pin labeled NC,does that go to ground?.Sorry again ,just trying to keep my mistakes to a minimum.Regards:A.
