In a voltage doubler, to pick a simpler example than the tripler, the energy is available 120 hz, but it is essentially aplied to the "top" of the cap stack on one half of the cycle and to the bottom half of the stack the other part of the wave. the effect is like the difference between a bridge and half wave rectifier-- the bursts are net less frequent, so there is more sag.
