Generally they are put in as a "preventive measure".  
 
One thing to note, though. This is a good place to roll of a bit of highs and smooth out the tone of the phase inverter overdrive. The normal tone controls don't affect the upper harmonics of the phase inverter when it goes into clipping, but a cap across the plates will. I like to use larger than "normal" values here occasionally.
