The VCO from a 4046 PLL has a nice, symmetric square wave output and the output frequency can be varied by a voltage to pin 9.  
If you don't mind using a dual op-amp in your circuit, use the LFO from the MXR Phase 90. You will have to reduce the 15uF cap to get the switching frequency you want.  
I've e-mailed the schematic.  
You won't have a voltage controlled frequency, but it can be varied by a pot or footpedal. Plus, you can get rid of the 555.
