Sometimes it's entirely electronic. I say this because if you take a silverface Fender that has master volume, and covert the master to a post-pi verson, you'll be able to get flubs no matter how low you turn down the mv. When the flubs are occurring at low volume, I take that to mean the flubbiness is generated entirely in the preamp (including the pi).  
Look at Randall Aiken's explanation of blocking distortion at Flubbiness is one symptom of blocking distortion, at least in my experience.
