Sometimes it's entirely electronic. I say this because if you take a silverface Fender that has master volume, and covert the master to a post-pi verson, you'll be able to get flubs no matter how low you turn down the mv. When the flubs are occurring at low volume, I take that to mean the flubbiness is generated entirely in the preamp (including the pi).  
 
Look at Randall Aiken's explanation of blocking distortion at http://www.aikenamps.com Flubbiness is one symptom of blocking distortion, at least in my experience.
