Can anyone tell me what it EXACTLY means ?  
A balance between the pickups ?

means they are wound with different output levels to adjust for the diffeent string volumes based upon position in order to give even output volume from all of the positions.

To this I would add that the balance is often achieved by overwinding the bridge pickup since the loss of bass in that position produces the most drastic volume drop, hence the greatest need for compensation. Neck and middle can often be balanced by a few twists of the height adjustment screws.  
 
"Sets" of three Strat-style pickups also often come with the middle pickup reverse-wound, reverse polarity, compared to the other two, so that you can get hum rejection in switch positions 2 and 4 when you stick the white wires where they usually go.  
 
Note that maximum hum rejection will occur when the two coils involved have the same number of turns and susceptibility to the source of hum. When the three pickups have different numbers of turns, the amount of hum rejection will be reduced somewhat. There WILL still be noticeable hum-reduction in positions 2 and 4, just not as perfect as 2 identically wound coils.
