Has anyone tried adopting the vibrato curcuit from a wurlizter electric piano. You know, the cheesy little rhodes type of thing. Or, as an alternitive, how can I soften the response of an existing pedal? I want less wonk and more whoosh.

I can't think of anything particularly cheesy about a wurlitzer electric piano.  
 
Alternatively, I thought it was Flangers that went "whoosh."

my guess would be that you add a wet/dry mix control and some feedback.

Nope, that would make it a phaser. Flangers are comb filters.
