The control works like this...  
 
 
 
The .005uF cap determines what frequencies go to ground. Since only high frequencies will pass through the .005uF cap, the control cuts high frequencies when turned full counter-clockwise.  
 
 
 
The signal from the volume control goes to the tone pot and then the potentiometer determines where the signal goes, either through the 500pF, or through the .005uF to ground. With the control turned full clockwise, there is a boost of the treble frequencies.  
 
 
 
I have found that the stock .005uF and 500pF caps work well with a .022uF blocking cap. You could use a .01uF cap to ground, which would cut more treble, but it will also cut some of the volume. If you use a .047uF blocking cap, the .01uF cap can be used without the volume drop being as noticable. With a .1uF blocking cap, you could use a .022uF cap to ground.
