sounds like you have a cold solder joint ..on one of the pin connections,if cleaning didn't help and you used a good tube,either the contacts inside the socket need cleaned.. or you have a loose connection on the socket. Resolder all the connections,see if it helps it. Also look for any other loose connections.If you wiggle the tube in the socket,does it make the noise??.

Yes, when I wiggle the tube socket (of the 12AX7 that I think is the problem)the amp sounds like is it shorting out. But it also sounds like it is shorting out while it is warming up, when I don't touch the problem tube. all the other tubes don't seem to do this.
