Where can I find a drill bit smaller than 1/16" for drilling my pc boards?

In our area most hardware store carry small drill bits in the Dremel Tool section. Hobby shops also carry them.

Any hobby store that caters to the model train/plane crowd will usually have an ample supply of "micro-hardware" implements and materials, including 1/32 drills, and other sizes in that vicinity.  
 
The best drill bits I have gotten for PC boards were obtained from a gemstone and jewellery show I wandered into in Dallas a couple years ago. These have nice wide shanks that chuck really solidly and hardly wiggle at all, even on a hobbyist drill press. So, although I've never been in one, my next suggestion is to try a lapidary shop (i.e., a store catering to gemstone hobbyists and stone carvers.).
