I am looking for a preamp/line driver/DI that fits the following description, or else information on how to modify either a tube di or tube mic preamp to fit these specs: balanced, HIGH impedance input, balanced XLR out and 1/4 inch line out, and all tube signal path (preferably high voltage tube with internal power supply).  
As you can see, the problem is DI's have high impedance, unbalanced inputs, while tube mic-pre's have low impedance balanced inputs, so niether will do. How easy is it to add a balanced input to a DI or change the input impedance of a mic-pre to accept 1M ohm ? Which would make more sense? In general, how does the balancing cicuit work, and where do I find schematics for DI's, mic reamps and console input stages?

This is a contradiction in terms. A high impedance would defeat the purpose of balancing the input.  
 
The best you are likely to find is a balanced inout that can be run in "bridged" mode (~10K inout impedance) rather that "terminate" mode (~600 ohm impedance).  
 
It might help if you explained what it is you are trying to achieve?
