It's a side effect. The objective is to make the tape totally opaque to light, and the best way to do this is to load it up with carbon black (=soot). The paper backing cannot carry all that much soot, but the adhesive can. The fact that this also makes the adhesive electrically conductive is unimportant in photo applications. Or a slight advantage, as it reduces electrostatic effects.  
 
A larger issue will be that with photography going digital, many products manufactured for silver-based photo use no longer have sufficient market, and will disappear.
