Folding the paper and drawing down the wire as Dave described certainly works. Another way [which we used with relay coils back in the 70's---REALLY fine wire] is to lay the wire on a somewhat soft surface, like cardboard, and sand it. This resulted in much less frequent breakage of the wire as it apparently gives a bit more control over the applied pressure. It's not really necessary to remove the insulation all around the circumference of the wire. Fifty percent will probably do, but the more the merrier.
