well i popped in a new set of tubes and the fuse blew again, but only after playing the amp for a bit. then i pulled the power tubes put another fuse in, turned it on to get some readings, but it blew again right away.  
 
so it is something else other than the tubes. this amp has a solid state recitifier and it had a full cap job about 7 yrs ago, so im assuming the filter caps should be fine. i disconnected the output transformer and got some voltage readings. the schematic shows that the B+ voltage should be 360V and im getting 397V. all the voltages at the filter caps are at least 10% high. heater voltage is spot on.  
 
can anyone suggest the next steps for troubleshooting this amp? how do i hook up a limiter and test the power tranny?
