My comments were about testing of the second sort. Yes, meter input impedance goes in there if you're trying to be accurate. Yes, I have and occasionally use a VTVM. The thing is though, all you're really looking for is does the cap have so much leakage that it's of dubious quality. I've had good luck with a DMM doing that. Everyone's mileage will, of course, vary.
