I wouldn't assume it is common just because it is on a circuit board. I've never seen this, and I work on Fender amps every day.  
 
Isolate the problem. Scope through the unit and see where the signal is and is not. Ground any grids that do not sit at a DC level and see if it kills the noise. Make sure the noise is coming from within. A motor in the house could be noising up the power line. Some digital device sitting on top of the amp could be coupling in. Does the amp do this wherever it is located - different room, diferent building? Remove any other electronic device from the amp area - even cel phones - and listen. Also try turning the amp 90 degrees to check for environmental couplings.  
 
Parasitics are not continuous tones. A parasitic is a brief oscillation perched on the waveform - like a parasite. A steady tone is not a parasitic, so cures for same will not be relevant.
