Hi Jamie -  
This doesn't sound right at all. Can you get the following voltages using your meter on the AC setting -  
5Y3 tube pins 4 and 6 ?  
5Y3 tube pins 2 and 8 ?  
6V6 tube pins 2 and 7 ?  
12AX7 tube pins 4 to 9 ?  
12AX7 tube pins 5 to 9 ?  
 
Also what brand and model number power transformer are you using?
