What guitar are you talking about.  
 
I recently bought a used Epiphone Les Paul Limited edition and one of the tone controls was completely gone. The other made lots of noise as if it was soon to follow. Many guitarists complain about the low quality of pots even in brand guitars.  
 
Solution: substite the pot!
