wow! no wonder those military circuit replacement cards are coated with that impervious clear coat resin. that will literally seal out the environment.
i have observed the input control grid coupling caps that feed the power tubes the drivers signal always age to lower capacitance through use. for example, the .022mfd will depreciate by twenty to thirty percent. is this why you mentioned "puncturing" of the dielectric from over-voltage? the type of capacitor are the poly metal film which appear very small for their working voltage (in comparison to the polypropylene cap)
