That won't work too well if you have a lot of vocal mics on stage, because your balance will change depending on monitor volume and how much bleed-through you get. I find it works best to set levels with everything (including FOH) at realistic levels. Don't forget, in most situations getting the vocals on top of the mix is job one.  
 
FWIW, I sometimes mix with no mics on the guitar amps, and usually find that the guitarists have little concept of how their amps throw to the back of the room. Stacks are notorious for long throw, killing those in the back, while the guys ontage may find everything just ducky. If the guitarists have a wireless, they can walk the room and figure things out a lot better.  
 
The band/sound dude relationship is all about trust; if it isn't there, get a different sound person. Incidentally, most of the bands I mix do not want me to change volumes or EQ during solos, that should be their job if I have everything set up correctly to begin with. The rest of the band should at least consider playing quieter during someone's solo, IMO. I come from a jazz background though, YMMV.
