shutdown amp w/stanby in play mode+ preamp problem

stan	shutdown amp w/stanby in play mode+ preamp problem Will I damage the tubes shutting off the amp while the stanby switch is in play mode? Or should I flip off the standby then power off amp ? Also I keep having a loud popping problem when the amp is turned on . I replaced the vibrato channel( mid 60's twin reverb) 12AX7 and the pop went away but after a few weeks the pop returns. I tried replacing the same tube and the pop goes away but again only for a few weeks. Do I have a bad batch of russian 12AX7WXT+ or is there something else going on in the pre amp circuit killing these tubes?
