You can mount the zener on the chassis if you have the correct sex zener and you connect the two (-) side diodes to the zener terminal, not the chassis or a chassis mounted lug. You can put the zener in either the high voltage or low voltage side. If it's on the high side, you MUST insulate it from chassis and ground and heat sink it some how. If it's on the low side you MAY be able to tie it directly to the chassis IF the other circuit considerations allow this. Note that you have to want the power supply-to-chassis ground to be where you put the zener, and this may affect hum performance.
