I would think it all depends on the rack unit. Many have batteries in the footswitches only to power the indicator LEDs on the footswitches. Here's a simple test - put your ammeter in series with the battery. If there's a reading when the "bypass" is engaged, then the current's being drawn. Also, most units are designed such that if there's no pedal present, the default status is "on." I think most makers opt for the simplest solution, that of closing a circuit that energizes a bypass relay or electronic switch.
