Having not seen the guitar, I can't evaluate the situation as well, but I think the neck can be saved, but a cost that may be greater than buying the replacemnat neck and getting a custom finish on it. Is the neck really warped or is it just that the frets beyond the fifteenth position are higher than the rest. If this is the case, your repairman is not a repairaman at all but a neck salesman, as a simple fret levelling job may be in order. If the neck is really the culprit, you are looking at least a full neck levelling and refrtet (the repairman takes out the frets, sands the fingerboard down so it is level everywhere, and then installs new frets). If you go this way you can maybe add a compound radius to the fimngerboard, unless your RG already has that. Anyways, a simple fret leveling will cost you less than a new neck, while a full refret/releveling plus custom radiusing (if you want it) will cost probably more than the good quality replacement. Also, this is not a job many repairmen will accept to do, and even fewer do it very well... it say get a good quality replacement neck and pay someone to paint it the right colour.
