I would try reducing the value of the 470K 'feed' resistor from the oscillator, the one that goes from the cathode follower of the oscillator to the two .1 uF caps. You could also try playing with the value of those .1uF caps and see what happens, possibly reducing the value of the one that goes to ground or increasing the one that goes to the intensity pot. I would start by changing the resistor - try 220K andsee how that responds.
