The bias level is set with the 33K 1/2W resistor in paralel with the bias supply capacitor.  
I would put a trim pot and series resistor in place of the 33K and leave the vibrato hooked up just as it is. A slightly smaller resistor, maybe 18-22K and a 50K trim pot should give you enough adjustment range. You don't need to drill any holes for this although if you must have external adjustment just wire up a pot with a series resistor to ground and hook it up in place of the 33K.
