there's nothing wrong with that tranny; those DCR's are right on the money. one winding is closer to the core, meaning you have a shorter length of turn. therefore the winding length is shorter for the same # of turns, and the DCR is therefore lower.  
 
is there any conductance between windings and ground (i.e. the core)?  
 
i don't think the OPT is your problem. did you check your screens? if a screen stopper is blown out the amp will produce very lousy output. have you replaced tubes with known good ones?
