OH NO!  
Dont be mounting anything on the cap cover of an old amp like that.  
Besides the possibility of a, "oops, too long of mounting screw hitting the B+", it ruins the value of the thing by drilling holes like this.  
If you must, at least buy a cheap reissue cap cover and see if it could be done.  
BTW, what in the hell do you need to run your filaments on DC for anyhow!?  
I'd just run it the way it is, 6.3vac, and fix the ground loops.
