25 watts is absurd. He doean't understand or know that basic Ohm's law formula of I^2*R = power.  
The only reason to use anything over 1/2 watt is if you are a heavy handed soldering thug with a 140 watt Weller soldering gun and you overheat the 1 ohm resistor to the point it is .8 ohms or 1.2ohms or worse.  
Then your error factor will be high enough to wreck the whole measurement thing.  
I've used many 1/2 watt 1% 10 ohm resistors myself and have not blown one open yet.
