It is used to dissipate part of the power developped by the amp and maintain the overall impedance of the load seen by the valves through the O/P transformer. It shouldn't hurt it more than running it without a power soak (if the device is well designed). In that respect, I heard of a few problems with the Power Brake and that is why I was thinking of the Hotplates
