The way to think about it is that resistance is a type of impedance. Resistance is a constant impedance. Inductors have an impedance which increases with increasing frequency, and capacitors have an impedance which decreases with increasing frequency. So Inductos and capacitors can also be thought of as frequency controlled resistors. Now, if the Powerbrake has a bunch of capacitors and inductors( I think someone else said it had one multi-tapped inductor, which sounds reasonable since inductors are pretty expensive), then it might always have an impedance above 2 Ohms even if that is the biggest resistor in the design. So yeah, the impedance it presents may be right.
