You probably don't need to form the caps, but it is easy to check or do: remove the tubes (except rectifier), wire a resistor of value 20k-30k between the rectifier and the filter, and power it up. If there's a current draw by the caps, you'll see a voltage drop across the resistor. This should drop as the caps form. If not, then they're already formed. Your standby sounds right.
