That's pretty believable.. Up through the 1940's even into the 50's HF response was not considered as important (and wasn't really in the source material) and an 8 or 10kHz rolloff in HiFi stuff was good enough.. So for low to mid-grade OT's in the 50's going layer wound would be perfectly natural. (and yeah, they can sound great!)  
As for 11 sections in a guitar amp.. the ground breaking Williamson hifi design (which had enviable freq response) used only 9 sections. I'm not saying 11 sections is a bad idea or anything.. just that IMO it's in "overkill" territory for use in a MI amp. (considering our speaker cabs are done by 6kHz or so!)
