Interleaving is one of those terms that sadly is over used and misused a ton.. The Princeton and DR OT's are both interleaved, but certainly not into 11 sections!  
11 sections in a guitar OT that size is bordering on the absurd, but also somewhat explains the cost of mfr. (probably very labor intensive)  
So yes, the PR & DR are interleaved, but just not "as" interleaved. The one step below interleaved is to be layer wound (or slab wound) which is what the Champ is - they wound the whole primary and then the whole secondary over it.  
As for power output, a better OT can raise the output power by being more efficient (less DCR, less core loss) but it's not going to defy the laws of physics! :-) I'll leave it at that.  
As for what makes a "great" transformer, I do not know.. I would only say that IMHO it is far more intricate than whether you interleave or not.. That's like saying you only need to use a certain kind of wood in order to build a great guitar - ignoring the pickups, scale, frets, body style, etc. It's a piece but it's far from the only piece and it's not an absolute. An example would obviously be how good Champs sound with no interleaving! :-)
