I don't think so. Like someone else already pointed out, 1 ohm, 2, 10? No difference.  
 
What I think is happening here: what is the RANGE of the meter you're using to measure the resistor values? I believe 1 ohm is prety much at the low end of the scale for most $20 meters, and you couldn't expect much accuracy there. Also... did you have fresh batteries in the meter? I kid you not, if your batteries are not fully charged, you can get funky results when reading low value resistors.
