Low volume and distortion from Bandmaster Reverb. Help!

DanLow volume and distortion from Bandmaster Reverb. Help!
I just finished blackfacing my 71 Bandmaster Reverb. I also replaced the screen grid resistors with 470k, 2w NTE flameproof resistors. For testing, I am running it into two 8 ohm speakers from a silverface Twin. Now, I know the BMR wants to see a two ohm load, but everyone says Fenders are good for 100% mismatches. But the volume level is really, really low, and it starts distorting at around 3-4 on the dial. The amp on ten is not really loud at all. The tone is actually pretty good. The amp is not noisy or intermittent.

Is this a bad soldering job in the amp? I did remove and replace one of the Twin speakers before doing this. Could I have replaced the speaker leads wrong? I am new at this. I figured I would get pops and crackles if the soldering is bad. Twisting the bias pot didn't make much difference at all to the distortion.

Thanks for any suggestions!

Dan
