I think I found my problem or a place to start looking for the cause. I moved all the wires around that I could and the problem did not disappear. But my B+ goes from 430Vdc with no load to 375Vdc under load. I now suspect the first filter caps in the power supply. I will do more troubleshooting later. Thanks for the advice.
