The material that passes my requirements as a cheap bastard is the red fiberglass sheets that can be had from www.mcmaster.com. They are about 80% as dense as G10 epoxy boards but can be cut and drilled MUCH easier. They are listed as having excellent insulating properties and are intended for electrical use. Here is the details:

My only complaint is that it's kind of ugly. Otherwise, it's every bit as good as G10 board for building amps with and will outlive all of us.
