This cap is not intended to alter the tone response of the reverb signal. It is intended to add some brightness to the dry (unaffected) guitar signal. It bypasses the 3M3 resistor it's in parallel with. The 3M3 resistor forms a voltage divider circuit (along with the 220K and 470K resistors it's connected to and the reverb level pot) that dumps most of the signal coming from the 2nd gain stage (V2B) to ground before it gets mixed with the reverb signal from V4A and hits the 3rd gain stage (V4B).  
 
3M3 is a large value, and presents a lot of series resistance to the signal, which can attenuate treble frequencies somewhat. My guess is that Fender added the 10p bypass cap in order to compensate for the treble loss. Or maybe they just wanted to make the reverb channel a bit brighter than the normal one.  
 
Experimenting with different cap values is cool. I think you might find that 10p works out to be the best overall value (unless maybe your speakers are dark-sounding).
