Even with the dielectric there's still no  
movement of electrons from one plate to the other:  
the dielectric is an insulator, so the  
electrons are all firmly attached to the atoms.  
The polarizability refers to a small displacement of the electrons relative to the atoms, with the result that  
you get a slight net positive charge on one  
surface and negative on the other, when you  
charge the cap.  
 
To put this another way, the 'cloud' of electrons  
around an atom in an insulating material can move a  
little so that the atom has a small dipole  
moment (i.e. one end is +, the other -), but  
the electrons remain attached to the atom.  
 
 
(there, is that confusing enough!!)
