That sounds about right to me. A backwards-log pot would help but as you said it’s in parallel with the 4k7 so it won’t do much until it’s set to a similar value. The Tweed circuit should work better http://www.ampage.org/schems/twdpwr50.gif. I think they changed it because the Tweed pot is gritty because of the changing DC on the cap as the pot is turned.
