The "lower" capacitor has its case (negative connection) connected to ground, the "upper" capacitor has its case (neg conn) insulated from ground and connected to the positive terminal of the "lower" capacitor. As you can see the negative terminals (cases) are connected to different points. If you used an LCR, or other capacitor with common negative connection, it is impossible to connect the individual capacitors in the common case in series and maintain correct polarity. GW
