actually, it's ALWAYS shifted higher in frequency. the restoring force of the trapped air increases Fs--no matter what you do.

indeed, the Q is _USUALLY_ raised in closed back designs, but that doesn't HAVE to be the case. a bigger, more compliant volume of air is the answer here. if he's building his own, he's free to choose that option.  
 
you can also stuff your enclosure with fiberglass, which shifts the adiabatic process of the unstuffed volume of air towards one that's more isothermic due to the thermal intertia of the stuffing material. in other words, the cabinet "appears" bigger in volume. gains of 20% are not that hard to achieve.
