I still have a hard time believing it even gets soft. That's a lot of heat. I could maybe see it if the wire gauge was too small for the application but even at that we're talking about mA's of current so you'd have to be using mighty thin wire.  
 
Personally, I love cloth covered wire, and yes it does get pricey. I never use stranded wire in my amps if i can avoid it. I typically use 18g solid for heaters, ground wires and the power supply runs, and 22g for the leads to the tubes, pots and switches. I do use the pvc wire just because it's available in a lot more colors than cloth so I can color code everything.  
 
Maybe they stopped using cloth wire because it might have contained Asbestos. Don't quote me here, it's just a guess. In the 50's and early 60's that shit wound up in eveything. They thought it was the greatest thing sliced bagged bread.  
 
Yes UL does have a website. Haven't been there in a while but I seem to remember that it was pretty lousy.
