Yes, it is there as a filament hum reduction circuit.  
Keep it there.  
That is DC voltage not AC voltage and as long as the filaments are not grounded anywhere, it is correct.  
I run the center tap of my filament supply at close 30vdc from a seperate + supply on fixed biased amps.  
Measure AC from pin 2 to 7 and you should see just the 6.3vac.
