Before this scrolls down too far , Alex , here is what I do .  
 
Looking closely at the ends of the axle that the top foot part swivels on you will notice that one end is splined , while the other is not . On the one I'm looking at now the left hand end ( with the pedal in playing position ) is splined .  
After spraying both ends lightly with penetrant ( WD 40 ) and using an appropriately sized metal drift , drive the axle out from the plain end so that the splines come out first . This avoids damaging the pivot points on the pedal body . ( How do I know this ...........! )
