"Manual" sets the amount of initial delay. In other words, it sets the starting point of the time delay sweep. If you set the width and rate/speed controls to zero (i.e., no sweep at all), and play with the Manual control, you should get something that sounds like sweeping, but not a lot of it. That modest amount of adjustment is summer with the signal from the LFO that sweeps the tome delay chip.  
 
It's there to add different character/voicings to the chorus sound. Since the MXR unit also has sum/difference outputs, by setting width/rate to minimum and tinkering with Manual settings, your two outputs will function like the "filter matrix" setting on an Electric Mistress.
