That's where I'd start.  
 
I've recently worked on some Vox solid state amps. In both cases, there was *nothing* wrong with the amp other than old electros. I replaced the caps, and bango! working amp.  
 
Electro caps can't be reformed after they dry out. Once the water's evaporated away, there's nothing there to make the contact to keep forming going.
